Complementary model

Does anyone know if it is possible to expressed a complementary problem, as it can be seen below:

Dry contact problem:

if h(x,y)>0 then p(x,y)=0
if p(x,y)>0 the h(x,y)=0

p(x,y) is the pressure function an it is the unknown.
h(x,y) is the gap between two surfaces, has a dependency on p(x,y)
