For the chip heat sink, the objective function for topology optimization is selected to minimize the maximum temperature. How should this objective function be represented and set in COMSOL?

You can use a p-norm to approximate the max operator. This is a common strategy for stress minimization. There are several models demonstrating this in the COMSOL application gallery and library. This is a simple example.
